Abstract

Pengelolaan sampah yang efektif menjadi tantangan besar di kota-kota berkembang, termasuk Kota Makassar, dengan meningkatnya volume sampah dan rendahnya kesadaran masyarakat. Penelitian ini bertujuan menganalisis penerapan dynamic governance dalam pengelolaan Bank Sampah di Kota Makassar melalui budaya organisasi, kapabilitas dinamis, dan perubahan yang terjadi. Studi ini menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi, melibatkan informan dari Dinas Lingkungan Hidup, pengelola Bank Sampah, serta masyarakat. Hasil penelitian menunjukkan bahwa budaya organisasi yang mengedepankan kolaborasi, transparansi, dan partisipasi aktif masyarakat didukung oleh edukasi dan koordinasi yang berkelanjutan. Kapabilitas dinamis tercermin dalam thinking ahead (inovasi seperti penukaran sampah dengan emas), thinking again (evaluasi rutin untuk adaptasi strategi), dan thinking across (kolaborasi lintas sektor). Program Bank Sampah telah mengurangi volume sampah ke TPA, meningkatkan kesadaran masyarakat, dan memberikan manfaat ekonomi. Namun, tantangan seperti rendahnya peran serta masyarakat dan koordinasi antar-lembaga masih ada. Penelitian ini menyimpulkan bahwa penerapan dynamic governance mendukung keberlanjutan pengelolaan sampah melalui kolaborasi multi-sektoral dan perubahan pola pikir kolektif. Keberhasilan memerlukan komitmen lintas sektor yang lebih kuat, dengan edukasi dan inovasi berkelanjutan sebagai kunci keberlanjutan program.
